Job Dimensions:
The job holder mission during Execution phase is as follows:
- HSE as per TotalEnergies standards.
- Management and follow-up on a daily basis of the E&I / TELECOM activities construction execution by the GPP EPC contractor in coordination with the Construction Lead area and Construction Manager.
- Ensure the GPP contractor executes the E&I / TELECOM scope as per the GPP contract.
- Identify any deviation and propose corrections.
- Liaising with the GPP supervision team to ensure progress execution, quality, and HSE on site.

Responsibilities
- Safety leadership by personal example.
- Focused and proactive approach for involvement in all areas of HSE working practices and initiatives.
- Coordinate with site personnel and liaise on a daily basis with COMPANY Site Construction Lead Area.
- Oversee the contractor teams and material follow-up.
- Participate in pre-job, planning, coordination, and PTW meetings.
- Proactive in site works preparation: Procedures, Job cards, Method of statement, Rigging Plan, permit to work…etc.
- Supervise site construction activities, meeting quality and safety requirements.
- Participate in the elaboration of 5 Weeks Look Ahead Planning and liaise with Site Construction Lead Area.
- Ensure that final documentation is updated to reflect site conditions.
- Collaborate with various stakeholders, including engineers, designers, and suppliers, to resolve any construction-related issues, attend technical survey requests, and ensure smooth project execution.
- Ensure that the selected contractor follows through with the works both in their premises for pre-fabrication and on-site during construction.
- Supervise and mentor construction E&I / TELECOM personnel, ensuring productivity and adherence to project timelines.
- Prepare, plan, coordinate and supervise operations in line with the Construction Lead Area.
- Ensure good coordination and manage all interfaces with other disciplines and the various entities involved in the project.
- Check the technical information provided by the contractor and its consistency.
- Anticipate supplies for the smooth running of the site.
- Anticipate all potential problems and propose, if necessary, alternative "practical" solutions.
- Supervise pre-commissioning and commissioning activities related to their discipline, ensure markup documentation reflects site conditions, reporting of punch lists, and follow-up for completion, formalizing the handover dossier to FOPS.
- Establish the daily report (progress of work, number of people, highlights, etc.).
- Validate and follow the scheduled work for his perimeter and ensure tracking.
- Support or substitute the contractor when it becomes essential for the success of the project.
- Maintain good relationships with contractors, displaying flexibility when needed while also enforcing necessary standards.
- Demonstrate visible leadership.
Context and Environment
The South Gas Company (SGC), a governmental sector company part of the Iraqi Ministry of Oil companies, has been tasked with developing a Gas Hub in Southern Iraq's Basra province.
The objective is to valorize currently flared associated gas from regional oil fields by gathering and transporting this gas to a new gas processing plant (GPP). This development is called Gas Midstream Project (GMP) and is part of GGIP (Gas Growth Integrated Project) DPC (Development & Production Contract), which has been signed between the Iraqi authorities, represented by BOC & SGC, and a contractor JV composed of TotalEnergies (WI 45% Operator), BOC (WI 30%), and Qatar Energy (WI 25%).
The execution of the project has been delegated to the Contractor JV under SGC supervision as representative of the Iraqi authorities.
The Gas Midstream Project (GMP) scope includes:
A Gas Gathering System:
- Import raw gas pipelines from upstream gas compression stations (i.e., Majnoon, WQ2, Ratawi).
- Export production pipelines (dry gas, LPG & condensate) and raw water import pipelines.
A Gas Processing Plant (GPP) facility located in Ratawi, that will process RAW GAS to produce:
- DRY GAS (C1 & C2).
- LPG (C3 & C4).
- CONDENSATES (C5+).
Condensate storage and export facilities (off-loading jetty) located in Umm Qasr.
The immediate development plan is to design and install a first gas processing train of 300 MMSCFD as part of Phase 1 of GMP. However, the process plant, the layout, the ICSS, the power plant, etc., of the GPP shall be developed in a way that is expandable for a second gas processing train of the same capacity.
Accountabilities
The job holder mission during Execution phase is as follows:
- HSE as per TotalEnergies standards.
- Management and follow-up on a daily basis of E&I / TELECOM activities and coordination with the GPP Construction Lead Area and Construction Manager.
- Ensure the GPP contractor executes the E&I / TELECOM activities accordingly.
- Identify any deviation and propose corrections.
- Liaising with the GPP Construction Area Lead team to ensure progress execution, quality, and HSE on-site.
Qualifications / Experience Required
Qualifications
- Recognized O&G discipline background.
- Technically qualified / time-served tradesperson with trade registrations / vocational qualifications.
- Fully conversant with Project Management Systems with extensive knowledge of Project Construction Practices and procedures.
Desirable:
- Degree educated in a related Engineering subject.
- Management NVQ Level 4 or 5.
- Conversant with the TRM process.
- Accident / Incident Investigation.
- MIST.
- CompEx qualified.
- WAH.
- ISSOW.
- First Step for Supervision.
- CDCA Competence Assurance Assessor Training.
Essential:
- Minimum of 15 years’ experience and at least 10 years of onshore construction experience in a Superintendent role.
- Demonstrable experience in a similar role.
- Delivery-focused with proven experience in achieving project goals whilst maintaining high standards in HSSE at all times.
- Extensive knowledge of the construction process, its implementation, and management. Fully conversant with project management tools.
- Experienced in the production of detailed procedures/documents/reports.
- Experienced in the management of personnel and all aspects of team working.
- Ability to work in a multi-cultural business environment.
- Extensive knowledge of O&G related HSSE safe working practices/procedures related to E&I / TELECOM activities.
- Ability to deliver training to personnel within the construction team - commitment to develop team members.
- Excellent knowledge of the English language; Arabic is a plus.
